Phase 1: Type of Permit Required
Determine whether you need a discretionary planning permit to complete your project.
What happens
The County of Ventura issues two kinds of permits: ministerial and discretionary. A ministerial (“over-the-counter”) permit is granted when a project meets a specific set of standards, such as those in the Ventura County Zoning Ordinance. A discretionary permit requires the County to exercise judgment and deliberation, and usually a public hearing, before a decision. Your first step is determining which permit, if any, your project needs.

Some ministerial permits are issued by the Planning and Building & Safety divisions, the Public Works Agency, and the Watershed Protection District.
